Introduction
During last three weeks, one of the deputy chiefs and the environment  Protection commissioner has been arrested. Rumor has it that the deputy chief would be sentenced to 10 years arrest. I was horrified that during last two weeks, I had been told to pass five piece of unqualified application materials on which I signed. If state prosecutors checked that,I would be under interrogate. I don’t consider I can escape from such bad conditions.
The demonized procuratorate
After famous “shuanggui” which means tell specific truth during specific time had been challenged, the procuratorate became the main force of anti-corruption. In CP power structure, that means the supervisory power has been divided by the security chief from the commissioner for inspecting discipline. The system designer consider the inspection would be gentle because the prosecutors are better trained on law.
However, from the situation unveiled by the family of interrogate, the procuartorate has their own way to get the confession. Although the working code states clearly that each inquest couldn’t last over 12 hours, the two officials have been detained more that three weeks. When the discipline commission takes charge of anti-corruption, the inspected ones have various tubes to bargain with inquests. Now it is not so easy to bribe them and the charge had been higher.And the procuratorate is labeled as ‘sinister’ by government officials.
Who is immune from prosecution?
The government officials are just like holding an electric saw when they are doing their job in my agency.First the power is unchecked, they can gain enough bribe promising they won’t cut the entrepreneurs. Second they are envied by other officials who want to grab their saw. Then the saw is used to cut themselves. In order to hold the saw in hands, they have to bribe other higher officials. In fear of the saw was used to cut themselves, they have to split the market to each rent-seeking enterprises. If the profit was not allocated evenly, the enterprises would like to take other agents for them.
So anti-corruption deed evolve into a method of beating political rivals. When some politicians are out of favor, the corruption evidences are easy to gather.I think this mechanism has been proved by various dynasty over and over. Chinese has to find a new route to tackle with corruption.

I spent a week in taking construction quality supervisor training course in Nanjing. The course covered the basic working code, building quality knowledge and some law.I took the exam on December 14th. I hope I can pass it.Such experience would be scarce after I was kicked out of the supervisor station.
The atmosphere of this class is sad.Most of the teachers are directors of city-level supervisor station.They all worried about how they can get the money to feed their subordinate.Since 2008,the quality supervisor fee has been cancelled. Now these organizations rely on the revenue of the detection center they host.The competition from other centers are more fierce now.The market ratio of their subordinate detection agency become low.Although they try to exert their power to ‘lead’ the market to chose the agency they prefer.The result is not rosy however.
The situation became worse when the central government issued a document,urging the reform of the government host organizations.The construction quality supervisors are scare that they may be deprived of their jobs.They want to be recognized as official.They’d like the province government will meet their demands.However the answer from the vice director of provincial construction office is cunning.He asked each station turned to their own administrator.
When the revenue was limited,each station will find their own way.The provincial major station collected money by selling low quality dinner on high price.

My work have changed since November 26th.I am a receptionist for construction bureau.The colleagues’ relationship is more intricate where the work is less.I would like to observe more and write something about it later.This time I will write about an irrelevant topic: preschool education.
In my observation, the middle class of Wuxi is concerned about their children’s education.The famous slogan ‘Don’t let your children fall behind at the starting line’ is received broadly.Besides that,the working pressure of young parents are more tense, they don’t enjoy enough leisure time to educate even nurture their children.The nurture duty is left to the grandparents and the early education duty is outsourcing to various education agencies.
Before the kindergarten session, many better off family would send their children to some kinds of agencies.They are taught something to prepare for the admission examination of privileged kindergartens. Math,English,music,story-telling and dancing are favorite class.These subject will make children show the most cherished character–smart.Parents make their children show their talents to each acquaintance.”A smart boy! A smart girl!” when acquaintances praise their children,parents will be proud.
I think these children are very fortunate to have a better education chance than their peer.But I don’t consider the education method boasted by Chinese GreenHere,Chinese Montessori is fit.They are all times in an artifical world enjoying rare chance to be close to the nature.They can speak fluent English but never see Orion,Venus even Milky Way in the sky out of serious pollution.The only animals they contact to is pets.I think these nature experience are more important than Math,English,music and story-telling.It gives children the sense of the nature and developes the most important thing for a child -curiosity.
Out of protection and conquest desire, the Wuxi middle class young parents want their children to be smart and obedience just as Jia Baoyu.The curiosity and exploring the world’s desire is wore down by those fancy early training.I think these kind of education can’t make their children gain the courage and capability in need of earning the success which they dream of.

The most important news recently is transfer of power in China.Mr Hu told the new leadership, “don’t follow the old way which Mao went on,don’t follow the evil way which Liu want.”I think the only way in front of CP and Chinese are the failure way by corruption.
The third time in Chinese history which the sovereign power transfered outside a family peacefully is absolutely a great achievement. It is so harmonic that it should be congratulated by special ceremony.I recommend an amnesty.
In Chinese tradition, when new emperor enthroned, most prisoner would be set free. So the political atmosphere would ease and the new established power would be firm.Nowadays,it is difficult to grant amnesty to most prisoner because modern crime is very complex.But some specific ones can be chosen to show the forgiveness of the emperor.For example Google.
Google was expelled by the government two years ago.Now its service couldn’t be accessed by Chinese users.It is probably because the 18th party congress or that famous article published by New York Time.However there is a proverb in China,”when the customer leaves, the tea will be cold”.I think it should return to normal condition after the special period.
Besides that,Google is useful for Chinese business and science community to gather new information. GFW is developed to block any information which the government don’t want the ordinary people know.If Google was still blocked,I think the authority is very fearful.
In Web 1.0 period, the government blocked special information.At that time, people only searched the news by foreign media which was prohibited by authority.Authority condemned these information was “misleading” and “false”.In Web 2.0 period,the censorship became difficult.Blog was rising and everybody was talking.The censorship had to target to each word instead of special websites.GFW was developed.However,it became more and more difficult to control the flow of information.By twitter and SNS,the information can be widespread so quickly that it was difficult to wipe clearly.How could the authority control so many flow? The answer is to block major port, block the lake–“Facebook”,block the forest paths–“twitter”,block the dam–“Google”.
I guess it is very difficult. When you see the river,you have the chance to harness it.How did Ningbo,Qidong and Shifang people organize? They didn’t have twitter or Facebook but a common goal.By blocking the way people express their desire and anger,the authority is losing the way to sense it and control it.
I guess most people don’t search censored word on Google.They just want to know something non-political.The authority blocks it and makes people think:”They are so frightened,why we are fearful of them?”
Because my English is poor, the above words are all cliche.I just want to complain that I can’t use Google.

最近我在听小说朗诵，书名叫《另一半的中国史》。在读高山流云写的《如果这是宋史》。为了对两本书提到的各种古地名有所了解，下载了《中国历史地图集》（电子版）。我对“读万卷书、行万里路”有了更深的理解。我以前认为中国自称“幅圆辽阔”正如唐弢先生引用鲁迅先生的话说“倘是狮子，自夸肥壮自无不可；倘是肥猪，就不是什么好事了”。现在看来，这广阔的土地来源于多少民族的争夺、厮杀、融合。慢慢形成了这样一个庞大的国家。汉族能够占据这样一片土地，形成一个“多民族统一国家”，是花了巨大的力量的。要继续维持这一局面，就得付出更大的努力。

暴霜露，斩荆棘，以有尺寸之地

今年八月中旬，我随旅游团去了一趟海螺沟，在贡嘎山下，住宿在磨西镇冰山宾馆内。一天早晨，我看了该宾馆全体员工的升旗仪式。

虽然旗杆很短，而且出席升旗仪式的只有三十多人，但是样式正规，做升旗手和护旗手的都是退伍兵模样的人。虽然一到这家饭店，就有拉皮条的和我搭讪，不是什么正经地方。可是升旗仪式让我想到，汉族能住在这和甘孜藏区近，和雅安汉区远的地方，其实很不容易。为了飘扬这面五星红旗，硬是从大渡河旁凿出一条公路。更不提那条更有名的川藏线了，花了多少钱且不去说它，据说几条进藏的公路都是以一公里一条人命代价建设出来的。真称得上是“我高我曾我祖父，千辛万苦来此土”。

根据美国亚洲协会的一些人的论调，疆藏乃至蒙古都是满洲人给汉族留下的难题。他们认为满族以骑射定天下，尤其是康熙征葛尔丹，福康安进藏给汉族带来了莫的难题。退守恢复宋明的版图则四面周遭是虎视眈眈的人物，进取则又是难以平息的冲突。

我想这只能说抗日战争的教训太深。红军过草地的时候，为了联合藏族，对四川、甘肃的一些藏人也曲以优容，甚至开出了苏维埃民族加盟共和国的筹码。可是一打抗日战争，汉区尽失，日本军队甚至到了宜宾、桂林这样的地方，要是疆藏独立，哪还有容身之处，难道又要“重庆之后、再无中国”？正是近代以来，汉人的威胁除了北方之外（幸好俄国的中心在欧洲），主要的威胁来自海上，汉人不断向西开凿，争取纵深。这就像宋朝时的汉人，在北被契丹、党项、女真、蒙古不断压逼，就向南去蚕食苗瑶傣土家，把这几个世代居住于彼的民族，赶进深山，变成少数民族。

这种说法有点玄，但是南七北六几乎承载不了这十几亿人口。就拿天府之国四川来说，其实所谓天府指的就是温江平原一小块地方，向西过横断、向南过金沙，都是崇山峻岭，这么多人口去历来有土客械斗传统的广东，还被打。怎么办，总得找地方生活，所以才上高原的。凡是高喊”汉人滚出去”的，我真想问一句，“滚到哪里去？”如果Lama的主张实现，这些四川人就得离开他们下尽力气才建设的地方。万一出现2008年3·14那样的事件，他们也可能像那四个以纯服装店的营业员被烧死。

平等才能团结

我认为各个民族都有争取本民族幸福的权利。如果中国经济形势好，交通四通八达，生活日益改善，那么其他民族就觉得和你在一起有奔头。如果汉人进来，眼看着油气资源不断东流、要找工作却被拒之门外，一部分人越来越富，大部分人越来越穷，难道不会有新的想法？所以不在于种种优待，而在于让其他民族的人能够表达自己的想法，平等地和汉人竞争、合作，让他们知道，他们在生活中遇到的种种不公和苦楚，汉人也感同身受。要是一味的“维护稳定”，那就是走上阿尔及利亚轨道。到那个时候，我们既没有培养一个讲法语的精英阶层、又没有深孚人望的老将军，局面会相当难看的。

引言

首先忏悔，本博客的一条原则是不评论新闻，可是由于两周都没有写一篇文章了，再不“人云亦云”就“不知所云”了。实在要发些闲议论了。

之所以要挑这个话题，是因为上海先生的那段视频。被冠以“异闹”之名的 先生，大声疾呼“我们才是真正的上海人！我们代表上海的潮流！”，在视频作者看来这是狂妄的丑态，在我看来却是自信。

当一群人奋起追求自己的权利的时候，在英美叫“勇敢的心”——在过去的中国，要是破产农民，他们被称为“匪”；要不是汉族，那就是“边寇”；现在叫“闹”——“无理取闹”的“闹”。

不过，素质高、说上海话的先生太太们还是注意点吧，这个“闹”也是“闹革命”的“闹”。等到鲁西南、苏北的青年们不是孤零零一个一个来讨生活、做厂、端盘子、跑快递、卖气力，低三下四的被人瞧不起的时候，他们有可能在一个穿皮夹克的四川人带领下扛着钢枪进来的。那个时候可还没有如此周密的户籍制度，划着木盆到上海来，可也就当上海人了。当时尚且如此，现在想要砌一堵气墙，把自己的囡囡护起来，别把上海围成高压锅。

上海在于市场、在于开放

而且，我认为早开早好。现在都什么年代了，印度人在和美国人比谁编程快，温州人在和西班牙人比谁做鞋便宜，日本人和挪威人在比捞三文鱼，由于全球化，数千里外的人们为了更好的程控交换机斗智斗力。越是想让自己的子孙通过良好的教育来获得竞争的优势，就应该明白——竞争的优势只有从竞争中获得。而哪里的竞争越激烈，哪里的生活就越好，越容易走上良性循环。没有周围巨大的压力，上海不会耗费巨资去开阳山深水港；没有富饶的生活，也没有商人造杭州湾跨海大桥，来更好地与你竞争。

而上海自开埠以来，本身就处在在不断的剧烈的变动中。从一块英国人的歇脚地——太平天国战乱——周围富人的涌入，不断战乱、不断有人从四面八方涌入。而现在被认为是老上海标志的上海话，比起这个变动的过程，其实非常年轻，只有一百多岁，而就是它也在不断变动中。比如“阿拉”这个词新中国成立后才有。

具有讽刺意味的是，那美好的旧时光——上海人与外地人通过粮票就分得清清楚楚的时代，恰恰是上海最败落的时代。据白修德这样的老人讲，七十年代随尼克松到中国，来到阔别已久的上海，仿佛回到了三十年前。外滩上的建筑如旧、弄堂里的石窟门越来越旧。而正是改革之后，成群的南通人进入上海，才有了浦东沿岸的另一条外滩。

有人会说，这是因为像森先生一样的外国人又来了。可是千里而来只为财，如果不是看重开放之后的中国巨大的人力资源和市场，没有人愿意在破旧的孟买投哪怕一亿元。打开自己的门，其实是更好地融入中国，只有融入中国，别把自己老当外人，才能从开放的中国中获益。

获得什么样的益？是新疆的天然气、山西的煤、浙江的日用品？我看最重要的是“人才”。“为什么上海没有出马云？”的讨论言犹在耳，一会又短视地忘记，不尊重每一个想要通过自己的双手获得财富的人，想要“公平”的人，不把人当人一样尊重，永远不能从人群中获得“人才”。

换轨之道

努力推动异地高考的人和抵制的人如此矛盾，根本就是“鸡同鸭讲”，就在于现行的高等教育经费供给制度是中央统管、地方共建。一所大学是欣欣向荣还是日渐衰败，很大程度是地方好不好、地方的财政供给好不好。比如西安交通大学明明是上海交通大学的正朔，可是从白手起家的上海交通大学已经远远超过西安交通大学了。而北京、上海的户籍人口总是认为既然自己花税钱，那么就应该享受更大的福利，而高等教育应该被视为一种福利。

这种观点不是没有道理的。比如美国州立大学虽然对不同州考生录取标准一致、可是本州人享受学费减免较多、实际上还是偏向本州居民的。但是州立大学划分本州与外州的基础不是出生户籍、而是纳税。我觉得这更加公平合理，通过常驻纳税来区分本地人和外地人更为合适，而不是僵死的户籍。

对个人的好处

对我来讲，更多人来到我的出生地，只能说明我的机会越来越多。要不是这么多安徽人、四川人到无锡新区来施工、干活，这么多江北才俊之士来这里领导，我才有现在的工作。而从四川来的吴小姐出现，把我从“安安稳稳”的生活中惊醒，知道我现在的工作完全是可以被人取代的，如果我不努力学习，提高本领，我会失业的。

引言

10月2日到4日，妈妈带我去庐山玩。我们参加的是中国旅行社举办的散客团，全团共有53人，乘坐一辆Volvo大巴，两人共花费两千多元。价钱公道，导游工作也十分努力。由于3日庐山上有大量自驾游车辆，景区道路堵塞严重。而且团员人数众多，行动散漫，在集合组织队伍上花费许多时间，许多很好的风景也未能仔细欣赏。下面把我印象深刻的几件事情罗列一下，由于小学、初中时描写就没学好，写不出景致来，请读者见谅。

Yesterday,Ms Wu was enrolled to the agency I worked in.I was informed that She would take the work I had been doing for nearly a year.I was shocked that I would be assigned to new work –probably supervising the construction sites.

I don’t consider myself qualified to this new work.I am blunt to sense the intricate interest relationship among contractors and other supervisors.Whose bribe must I take?Whose bribe must I refuse?When there is wage conflict between contractors and workers,I have to stay up all night to appease the conflict.The most severely, when there is accident,I would be the one to blame.When there is large accident,I would even be sent to prison.

I felt helpless as the net-addiction period.However,I don’t want to make any specific plan because this method failed when I was net addicted.I hope I can survive this change.I should learn new knowledge and take the qualification exam to prepare the probably coming unemployment.

最近我在读两本书：《浪潮之巅》和《管惟炎回忆录》。我有一点感触：“中学为体、西学为用”，谁要真按照西学的标准要求自己，在中国的体系下容易处处碰壁。

在《浪潮之巅》中谈及硅谷为什么成功：平等的工作和发展环境；斯坦福大学和企业界的良性互动；风险投资的作用。自硅谷之后，许多地方想把自己造成硅谷这样高新企业集聚、创新成果涌现、引领世界潮流的地方。比如我所工作的地方，要建设“液晶谷”、“药谷”、“硅谷”——要技、工、贸一体等等。当然这是一个幌子，关键的问题是建设工业新区——抬高地价——出售土地使用权——积累资金滚动开发。这一点何伟先生在《行路中国》中说的很清楚。

当然需要明星企业略作点缀。首先是一家台湾人创办的办公软件公司，试图借中国人民自强不息，使用正版软件的苗头占领市场。怪可惜了的，盗版便宜、随着网络的发达、盗版更便宜了。苦苦支撑，发动全管理委员会的学习使用这种软件——还是失败了。然后是一家太阳能电池板制造企业，那真是硅谷企业发展的标准模式，不过是由当地政府用纳税人的钱来作天使投资人和风投的，最后在纳斯达克上市了。然后反倾销调查开始，由于“错误的投资”，公司几近破产。

更为可悲的是，“守株待兔”这个成语有了新版解释。为了能够引进人才，开出了很好的待遇，希望他们能够到我市创业——鲜有成功者。他们一点都不饥饿。

相反的，随着地价的不断上升，出现了这样的问题。私营企业，很多都是从八十年代“投机倒把”时期摸爬滚打的，已经被异常波澜诡谲的中国市场和政府反复考验过的了。由于生产的产品不够“高科技”，说到底是不能为日资、韩资、台资的大型组装厂配套，就被不断从它原先的区位上赶出去，让位于要租用厂房的大型企业。

我实在不明白，政府为什么对自己的能力这么自信，它要做“导师、保姆、保安”，对企业的行为细致入微地加以约束、管理，难道它就没有不明白市场就是市场，它会把一切被扭曲的冲洗掉吗？政府为什么对本地企业这么轻视，王永庆先生不也是一位阿土伯吗，不是所有的优秀企业都是从小做起的吗？政府为什么对外商又这么信任，不惜把本土的幼苗拔出让位给外国的草坪呢?

我想，谁管得少、谁真正努力建设一个公平的市场竞争环境，而不是出于自身的偏好扶植一部分“高科技”企业，压制一部分“落后”企业，甘愿做一个守林人而不是一个园艺师，可能短期只是一片杂乱无章的灌木，但经过市场自身的洗刷，可能得到一片参天树林；而作为园艺师，即使是最好的园艺师，得到的也只是长不大、也离不开不断浇水的园林。

写到这里，我想南方科技大学落户深圳，是非常明智的。如果明晃晃地把教授治校的牌子打出来，一定会让何东昌们想起管惟炎；但是“校企合作”、“面向实际的理工教育”打出来，不好被反对的。预祝它能真正融入到深圳这座城市的经济中，企业要来找人才、要来委托基础研究、要来寻找发展方向。等到第一座南科大毕业的学生捐的楼造起来，它才真正体现它的价值，而不再像中科大一样，本是被老先生们寄望让中国的科学上一个新台阶，最后成为了留美预备学堂。

Introduction

  I can’t present my opinion in Chinese afraid of censorship.Please tolerate my broken English.

  After fourteen Hong Kong activists landed on Diaoyu island,the territory dispute suddenly intensified.It was not a nice time for both side.On Chinese side,The 18th party congress would be convened in three months: ‘stability’ is chief concern for administration.On Japanese side, the ruling DPJ was ruptured by important politician Ozawa Ichiro.More serious,both sides have bad economy.

  So earning a tough reputation abroad is essential for both side at home.Besides that,the sovereignty over this islands means an upper hand in negotiation of oil field in East China Sea.Oil is so important for China which has boosting middle class and for Japan which nearly abandon its nuclear plants that each side doesn’t want to lose this battle.

  Some critic compare this dispute to Falkland War between Argentina and Great Britain:a oligarch regime want to orchestrate the unfair-treated citizens’ anger to patriotism, targeting a weakening democratic.In my opinion,the dispute has another meaning:in the global market order,China is not able to escalating from ‘production shop’ demanding more and more energy consumption in order to retain the price competence.Japan gradually falling from innovation country needing more fuel to keep the economy running.

  I’d like to cite Foxconn to illustrate what I mean.

Unable rising China:Foxconn enrolling forced vocational college students to fill the vacancies on its assembly line

  During summer vocation,nearly 32,000 students from several vocation college in Huai’an,Jiangsu Province was forced to intern in local Foxconn plant, assembling the data wire for iPhone5(The hyperlink directed to a report on Website of NYT,don’t be panic.)

  A paradox rise:For overall economy, a better educated workforce means high productivity,better consumption ability even upgrading industry.But for local government, cheap labour force is essential to economy success even it means ‘brain undervalued’.

  Every participant to market is economically rational.Why does local government believes a worker on the assembly line would bring more tax than a technician?I can’t figure out the reason,but I confirm that means the overall strategy of ‘upgrading industry’ can’t be implemented in this way.

  By low wage,strict governance,assistance from pro-business Chinese government,Foxconn gains dominance in OEM industry.So every electric company which rely on large plant will be takeover target by Foxconn. Unfortunate Sharp, the renowned Japanese company becomes the prey.

Reluctant waning Japan:Foxconn double its stake in Sharp

  A renowned company ‘makes products that other companies want to imitate’:ever-sharp pencil,calculator,solar cell,LCD –LCD.It indulges in LCD and dies in LCD.Mr Terry Guo would pay US$850 million to buy 10 percent stake in the company which suffering from falling prices of LCD panels and TVs.

  Although Sharp invented bare-eye 3D TV last year,but it comes too late.As a company owns large factory in my home town,it is regarded similar to Jabil Green Point.As a representative of Japanese company,it enjoys low wage in China,maintaining a large profit for fifteen years.However,they stop inventing.Nowadays,Samsung outperform most of them.If they just want to earn profit by low wage,they certainly will be destroyed by the best one-Foxconn.

Tragedy should not happen again

  From 1895 to 1945,the enduring war and rival between reluctant waning China and unable rising Japan makes both country and people suffer.I object to shouting patriotic and robbing local business as boxer gang.I think China should remain open to foreign capital,technology,people and commodity.

  As a conclusion,I would like to cite the founder of modern China ‘The problem of Diaoyu island should be left to next generation who will be more wise’.I don’t think Chinese administration and people’s deed live up to his expectation.
